The design in one paragraph. The Kitchen Programme is a full 38-week year in which one mixed class cooks, plans, decides, investigates and evaluates its way through the ASDAN Personal Effectiveness Qualifications at three levels at once — the cohort at Entry 3, a small group at Level 1, and a directed few at Level 2. The kitchen is the shared vehicle (spec §9 p16 explicitly permits mixed-level groups with differentiated demand): an E3 pupil, an L1 pupil and an L2 pupil cook in the same session and bank TmWkSkE3, TmWkSk1 and TmWkSk2 respectively — one level per skill per qualification (barred combinations, §6.5), carried by the witness sheet's Level tick and the per-level minima on the evidence sheets. Every surface says working towards: registration and unit/level attribution are centre-coordinator decisions, and nothing on these pages promises a certificate. Food content is cooking skill, budget, teamwork and enjoyment — no diet, calorie, weight or body framing anywhere in this programme.

The hours, stated honestly

The live 12-week deck suite is the knowledge-and-assessment spine, not the hours. Measured, it contributes 8.0 GLH: 12 live decks (LAUNCH_ASDAN/PEQ W1-6 + GROW_ASDAN/PEQ W1-6) x one timetabled 40-minute period each = 480 min = 8.0 GLH. The period length is the estate's timetable unit (the science chassis is named v3_40min; GROW PEQ runs Thursday P4, one period). The decks PROGRAM 53 min of slide time each (sum of data-timer values on every deck's 10 slides) - i.e. they over-program the slot; the GLH claimed is the supervised 40-minute slot, never the programme. Deck-to-unit assignment follows each deck's own banking line. Against that: ComSkE3 alone is 30 GLH, and the smallest qualification (the E3 Award) is 40 GLH. The guided hours therefore come from the planned year — the kitchen practicals, the challenge blocks, supervised tutor-time application — because GLH counts any taught or supervised time toward the unit, including assessment by the centre assessor (spec §9 p16, §5.1 p9).

Weekly PEQ hours — MEASURED from the school's own 2026-27 timetable. This is no longer derived from planners and no longer chosen by ruling: the owner supplied the real timetable, and it supersedes both. Every figure below cites a workbook cell in _passpq/TIMETABLE_2026-27.md. The period unit is 40 minutes, read off the timetable's own time column; check-in, daily reading, break, lunch and check-out are not guided slots, which is what the workbooks' own note says too.

The classification rule, printed so it can be argued with. (a) a slot whose label literally says ASDAN or PEQ — the floor. (b) carryable: PfA, Community/enterprise, Careers, Vocational/practical, Enrichment/outdoor, Catch-up — the ceiling. (c) English, Maths, Science, PE, Behaviour Intervention, RE/Humanities/Citizenship/Creative arts/ICT/PSHE/RSHE, which bank their own subjects. A slot that reads plausibly as both, or on which the two workbooks disagree, is owner-decision and is counted in neither figure.

Measured, per room. The three rooms are equal on (a)+(b) because the timetable makes them equal — each independently has eight carryable slots — not because one figure was copied onto the others. They differ sharply on the floor, and that is the number that matters if the carryable slots are ever disallowed.

Build has no explicitly ASDAN-labelled slot at all. Its PEQ evidence rests entirely on carryable slots, so if a carryable slot is ever disallowed, Build is the lane that loses first.

The co-delivery claim stays withdrawn. At the old 3.5 h/wk owner input the Entry 3 six-unit ledger closed only by borrowing 7 co-delivered hours. At the measured 5.333 h/wk the hours are real supervised time and every ledger closes without it, leaving Entry 3 62:40 · Level 1 67:40 · Level 2 82:40 of declared QA and consolidation that is never claimed against a unit.

Sensitivity: what each weekly commitment can honestly deliver (38 weeks)

Every row is a whole count of the school's real 40-minute timetabled slots, across the band the timetable actually supports (1–8 slots). The shaded row is the measured rate — the eight carryable slots each room independently has. This table is what a change to the timetable is read off: lose two slots and the row two above is the honest answer.

“Short” = the gap between the lane's unit-GLH requirement and the year's physical hours, after the ledger's recorded co-delivery netting (E3 7 h · L1 2 h — a netting the year map has since withdrawn; see the lane-target note). The shaded eight-slot row is the live plan, and it is measured — from the school's own 2026-27 timetable, with a workbook cell cited for every slot in _passpq/TIMETABLE_2026-27.md. Nothing on this page rests on a derived band or an owner ruling any more; both are retired.

Staged certification — milestones, not promises

Each stage is proven in the ledger: the constituent units' GLH is fully banked by the milestone week, and the credits are stated against the rule of combination (min-at-level and max-3-adjacent hold in every row — each stage below is all-at-level). Every lane follows the same ladder: Award by Christmas (W14) → Extended Award by Easter (W26) → Certificate by summer (W38), built from Decision making + Team working, then + Communication + Learning, then + Thinking/Critical thinking + Wellbeing.

The L1 14-of-15 choice, named. DECIDED (centre orchestration, PEQ-YEAR-1 s3). The L1 Certificate is 14 credits while the six L1 units sum to 15. THE CENTRE TEACHES AND EVIDENCES ALL SIX L1 UNITS - 15 credits, every one at level; spec s5.1 permits exceeding the 14 minimum. This is a choice already made, not an open question. The fallback, if a pupil is stretched by L1 Thinking (the largest E3-to-L1 step: assumptions + primary/secondary sources) or an exact-14 claim is later preferred, is the five other L1 units (12 cr at L1) + ThSkE3 (2 cr adjacent) = 14 - the only exact-14 arithmetic, with min-11-at-level and max-3-below both satisfied. Which shape is CLAIMED is stated to ASDAN at names-confirmation, ~4 weeks before EQA sampling; that is a normal step in the EQA cycle, not a decision still to be taken.

Centre orchestration — decided, not deferred

Entry is settled. Learners are registered and units are entered. The centre orchestrates units, levels and order freely; no third-party sign-off is outstanding for entry. Recorded 2026-08-21 (owner), recorded PEQ-YEAR-1 s3.

Thinking vs Critical thinking — the lane split. The E3 and L1 lanes plan ThSkE3 / ThSk1 (Thinking skills); only the L2 lane plans CrThSk2 (Critical thinking skills) — the unit changes name, code and demand at Level 2 (spec pp11–13). The shared summer investigation runs at three demands: E3/L1 pupils work their Thinking plan; the L2 pupil assesses sources for credibility, accuracy and bias across ≥2 sources, primary vs secondary (the blind taste test is the primary source).

GROW and LAUNCH are now measured — the open question is closed by evidence. Pass PEQ-YEAR-2 recorded that GROW and LAUNCH could not be established from the weekly planners, and lodged “confirm from the September timetable”. The owner has supplied it, so that question is CLOSED: all three rooms are measured above, from the timetable itself, with a source cell per row. The earlier “measured band + owner ruling” provenance is retired with it — nothing on this page now rests on a band or a ruling. The six blocks — one spine, three demands

Which of these weeks are real, and which are assumed. Autumn 2026 = 15 teaching weeks, EVIDENCED and re-derived from the dates (Aut1 8 + Aut2 7). Spring and summer have NO term dates anywhere in the repo: their block lengths are declared assumptions. The year total of 38 weeks is itself an assumption - the estate's own SoW scheme totals 39, and evidenced-autumn plus that scheme's spring/summer would give 40. The ledger cannot simply be re-cut to 39 or 40: lane_rows() hand-allocates 38 weeks and build() refuses any other length, so changing it would move every milestone and every criteria week on the strength of 24 unevidenced weeks. OUTSTANDING FOR MATT: confirm term dates / teaching weeks for spring and summer 2026-27.

Every plan opens early enough that its 10-hour window closes with headroom before its evaluation week (the ledger below carries the minutes); every review point has a named week; every assessment criterion lands on a week in the coverage matrix.

What each room's real hours can reach

Read each cell as floor / ceiling: the first mark is the room's explicitly ASDAN-labelled slots alone, the second adds the carryable ones. The test is the stricter of the two the spec carries — the sum of the constituent units' GLH, which is what the ledger must actually bank, not the qualification's own published figure.

What this says, plainly. On carryable slots included, every room reaches every qualification at every level, with headroom. On ASDAN-labelled slots alone: Build reaches nothing at all (it has no ASDAN-labelled slot); Grow reaches the Award only; Launch reaches the Award and the Extended Award but not the Certificate — its 101.33 GLH sits under the Level 2 Certificate's 120 unit-GLH (and under its 106 published qual-GLH too). The Certificate therefore turns on the carryable slots. The candidate that closes Launch's gap is named rather than quietly borrowed: its Friday P4 Careers: work experience prep or Monday P5 Community project — one more slot banked to PEQ takes Launch's floor to 3.33 h/wk and 126.7 GLH, clearing the Level 2 Certificate (120 unit-GLH); the Entry 3 and Level 1 Certificates need 140/135 unit-GLH — still about 6.3 h short at that floor.

The kitchen — what the timetable actually gives

The whole school timetables 1 cooking-labelled slot: Build Wednesday P5, 12:50-13:30, 'PfA / cooking', Science Teacher. At 38 weeks that is 25.33 GLH. On its own it carries NO qualification at any level - the smallest, the Level 2 Award, needs 32 unit-GLH and would take it most of the year, and no Certificate is within reach of it at all. That is why the kitchen is run as a context across the carryable practical cluster rather than as a single booked room.

The ruling: the kitchen is a context, not a room booking. It runs across each lane's carryable practical cluster, and those sessions are named here slot by slot so nobody has to guess which lesson is a kitchen lesson.

No unit depends on hours that do not exist. The kitchen cluster carries the Award at every level in every lane, and at Launch the Extended Award too. Units the kitchen hours cannot reach are banked in the lane's other carryable slots — Careers, Community/enterprise, Enrichment and Catch-up — which is what the week-by-week ledger below allocates. Teacher attribution is printed above because it is not settled: the cooking slot is the Science Teacher's on the timetable, while the owner has said a colleague will teach and resource cooking. That is not assumed to be a swap. OUTSTANDING FOR MATT: confirm who teaches the cooking slot(s) in September.

The GLH ledger — every week × lane, minutes per unit

Times are h:mm of supervised time attributed per unit (spec §9 p16). Physical is the timetabled 5:20 (eight 40-minute periods). A co-delivered entry is the same physical session banked to a second unit, declared here and justified above; the unit columns include it, the physical column does not. QA is supervised portfolio/IQA/EQA time not attributed to a unit (L2 lane headroom).

The resource set (print-first, this folder)

Registration and claims stay centre-side. Every pupil is working towards these units; the coordinator registers learners before any assessment (spec §14 p20), decides unit and level attribution, and confirms names ≈4 weeks before the EQA sampling date. Accreditation facts for staff (spec v1.2). Entry 3 sizes (the primary route for this cohort): Award 4 credits (all at level) · Extended Award 9 (min 6 at level) · Certificate 14 (min 11 at level). All six E3 units = exactly 14 credits, every one at level, so a full year homes an E3 Certificate outright with no adjacent-credit accounting at all. Level 1 sizes (the stretch route, for the 2–4 pupils working above Entry 3): Award 4 · Extended Award 9 · Certificate 14 (max 3 adjacent-level credits — in practice only one adjacent unit can ever count); all six L1 units = 15 credits. SMART is introduced but NOT assessed at Entry 3 team working — the SMART minimum sits only at TmWkSk1, so no task may gate the E3 unit on producing SMART targets. Partial achievement still certificates at unit level. The 10-hour plan-use window applies to every skill except Communication. RPL reaches back three years and can include ASDAN Short Course achievement. Assessment records need assessor and learner signatures; IQA before EQA; the first-year EQA sampling visit must be booked during this first delivery year (coordinator action). Unit and level attribution is the centre coordinator’s decision — nothing is promised to a learner.
